Why can't the registry do anything about an attorney?
Because it has no authority over anybody. Licensing and discipline belong to The State Bar of California, which is where a complaint about an attorney's conduct has to go — https://apps.calbar.ca.gov. The registry publishes the record and cannot alter what it says.
This matters more than it sounds: a complaint made to the registry instead of the regulator is a complaint that never reaches anyone who can act on it.
